Background –
July 1, 2008 which
amends T.C.A. Title 49, Chapter 1, Part 2 that requires a director of
schools to biennially file an Acceptable
Internet Use Policy (AUP) with the
commissioner of education. The policy, which
must be adopted by the local school
board, must include minimum
requirements, such as preventing inappropriate use
and access to inappropriate
material, required filters for pornography, Internet safety
programs, and parent communication.
School principals must implement appropriate
Internet
filtering technology. Commissioner of education promulgates and distributes
rules on Internet
safety programs.
The Children's
Internet Protection Act (CIPA), passed by Congress in
December 2000,
applies to all schools and libraries that receive E-rate
discounts for Internet access
and internal connections. On April 5, 2001,
the Federal
Communications Commission (FCC) issued regulations for
schools and libraries
receiving non-telecommunications E-rate discounts.
